C0435What can registration staff do?
Registrars at tier T2 use the registration form, duplicate warnings, visits and masked identifiers, and deliberately have no chart access.
C0436What can billing staff do?
Billing roles are in the roster at a minimum-necessary tier. Billing, claims and clearinghouse features are not built, so in the pilot they can only sign in and message.
C0437Can coders see the whole chart?
A coder role reads the minimum necessary for a work item or case. Coding workflows are planned and not built.
C0438What can health information management staff do?
The design gives them record management, release of information, amendments and legal hold, but not clinical edits. These workflows are planned, not built.

No. HR and credentialing roles handle workforce records only.
C0440Can facilities and biomedical engineering see patient data?
No. They work on asset and work-order records without patient data, and only receive relevant facility alerts.

No. Security roles read no clinical data. During a live response the design shows safety flags only, such as an elopement risk.

Yes. Non-clinical facility roles get facility alerts such as fire or evacuation without any patient data.

No. Executives in the governance tier see dashboards and approval queues, not routine patient content.

Supervisory overlay roles handle rosters, staffing and approvals without adding patient data access.

Privacy roles review the break-glass queue, VIP and restricted flags, access reports, disclosure logs and audit views. Case-scoped clinical content needs an authorized, time-boxed case.

IT roles in tier T7 manage users, configuration and logs without PHI decryption, and need multi-factor sign-in. Privileged changes need a second approver.

Auditors get scoped, time-boxed, read-only roles and their own queries are audited.

Quality roles see aggregated or minimum-necessary data and not routine chart browsing.

Research roles get de-identified or limited data sets under ethics approval and consent. Research workflows are planned, not built.

No individual can. Bulk operations need a quorum-approved workflow with two or three approvers.

Governance and quorum roles hold hardware-token signatures in the design. Custody arrangements and thresholds are open.

Language services roles see only what a session needs. Interpreter needs are a registration item.
