What is the server circuit?

Short answer
The server circuit is a registry of every module with a live self-test of each, run after every deploy on every tenant. A module is not done until it is in the circuit and its test passes, and a failure marks the deploy failed, raises a system alert and stops the installer from being built. Administrators see its status in the admin area and in Packaging.
